Al-Mutlaa City, Kuwait: location, plots, N1–N12 suburbs and what is open in 2026

A complete guide to Al-Mutlaa in Jahra Governorate: where it is and why it carries the name, 28,288 plots across 12 suburbs, power, schools and the co-op — and what is actually finished.

Al-Mutlaa names two places worth keeping apart. One is the historic Mutlaa ridge in Jahra Governorate, the old northern gate about 40 km from Kuwait City. The other is Al-Mutlaa residential city (South Mutlaa), built by the Public Authority for Housing Welfare (PAHW) — the largest housing city Kuwait has planned.

Why is it called Al-Mutlaa?

In Arabic, matla' means an ascent — the point where the road climbs. Al-Mutlaa is a natural gap in the Ghadhi heights that travellers used between Kuwait and Iraq, between Jahra and Zubair. From the top you look over Jahra, Khawaisat, Kuwait Bay and Khor Al-Subiya, which is why the place mattered long before the first plot was drawn. In the early 1950s a passport and inspection post was set up there, later a Kuwait Radio transmitter, and in the 1960s a paved road replaced the dirt track.

The planned public-facility programme lists 156 schools, 179 mosques, 12 health centres, 12 police stations, 99 parks and 48 shop groups, plus suburb, youth, ambulance and government centres.

Power, lights and roads

According to PAHW statements in October 2025, power networks were complete in 11 suburbs and most of the last one, leaving 97% of plots ready for an electrical connection. Lighting columns were installed on main roads, and signals and speed cameras on the express roads. Ready for connection is not the same as a finished house — but it is the step that lets owners build.

Schools, the co-op and services

By late 2025, 116 buildings were finished in suburbs N5 to N11, including 20 schools.
In September 2026 a handover of 21 schools to the Ministry of Education was scheduled in stages from 19 November 2026 to August 2027.
The Mutlaa cooperative market in suburb N8 was announced to open on 27 August 2026, with 33 investment shops.
A handover date is not an opening date — the ministry furnishes a school after handover.

Are people living in Al-Mutlaa yet?

Yes, in growing numbers, though still far below the plan. Press reports citing PACI said 3,344 homes in Al-Mutlaa had automated numbers by the end of 2025. Sales have started to show in national figures: in January 2026, more than half of the deals in Kuwait's new residential cities were in Al-Mutlaa. Prices in the news are single transactions, not a price list.
